			<content:encoded><![CDATA[<p>In June 2010, the Secretary of State for Communities and Local Government wrote to local authorities informing them they would have to publish expenditure on items over  £500 from January 2011. This includes tenders, contracts and payments.</p>
<p>For Central Government bodies, all tender documents and contracts over  £10,000 awarded from 1st January 2011 must be published.  However, commercially sensitive or personal information may need to be redacted before publication is possible.</p>
<p>Redaction has become particularly relevant in light of new transparency requirements imposed on Local Councils and Central Government Bodies.  Redaction is used to securely and irreversibly blank out non-disclosable information and metadata.</p>

<p>The purpose of the Deltascheme RFI solution is to allow the pro-cessing of RFIs in accordance with the Data Protection Act (DPA), Freedom of Information (FOI) Acts and Environmental Information Regulation (EIR).  </p>
<p>The solution is built on the Microsoft Office SharePoint Services platform, providing a robust and highly-configurable web-based solution for the central storage and collaboration of documents and information. With Microsoft SQL Server hosting the data and Microsoft Internet Information Services hosting the logic / business intelligence and user experience, the solution provides a solid and proven staging platform.    </p>
